On April 17, 2025, the Judicial Training, Research and Information Academy, the School of Law at the National University of Mongolia, and the National Legal Institute signed a Memorandum of Understanding to collaborate on academic and legal research initiatives.

As part of the agreement, the parties committed to enhancing the quality of legal scholarship, strengthening research capacity, and jointly adopting a unified standard for citations and bibliographic references in legal publications. The newly developed Standard for Citation, Source Attribution, and Bibliographic Formatting, jointly prepared by the three institutions, will now be implemented in the academic journals they publish, including The Journal of Mongolian Judicial and Legal Studies, Law, and Rule of Law.

The adoption of this standard is expected to streamline citation practices for researchers, improve the clarity and structure of academic works, increase journal competitiveness, simplify citation tracking, enhance copyright protection, and reduce instances of academic plagiarism.

The parties emphasized that this reform provides a foundation for aligning Mongolian legal research with international academic standards and enhancing its global visibility and competitiveness.
