Joint Working Group for the Family and Youth Court Bill and the Training Team for Specialized Judges Conducted a Mission in Canada

In connection with the decision to establish the Family and Juvenile Court of Appeals and the Capital City District Family and Juvenile Court of First Instance, a study visit was organized to explore Canada’s practices with the goal of developing an operational model and structure for the newly established specialized courts based on international best practices.

This event took place from March 23 to 27, 2026, in Toronto, Ontario, Canada, with the support of the " Strengthening the Response to Gender-Based Violence in Mongolia (2025–2030)" project, funded by the International Development Law Organization (IDLO) and the Government of Canada.

The visit was attended by representatives from the Parliament of Mongolia, the Supreme Court, the Judicial Training, Research and Information Academy, the Judicial General Council, and the Ministry of Justice and Home Affairs, who are responsible for the draft legislation and specialized judicial training.

The delegation studied the structure, organization, and unique court operations of Ontario’s specialized family, juvenile, and domestic violence courts, as well as multidisciplinary collaboration mechanisms. Furthermore, they explored capacity-building systems for judges and court staff, along with infrastructure solutions to ensure the safety of children and survivors within court buildings and courtrooms.

Courts in Ontario, Canada, have extensive experience successfully implementing both specialized and integrated models for handling family and domestic violence cases. These courts utilize a "one judge, one family" model, where a single judge oversees both family and related criminal matters, ensuring a balanced application of the law and enabling informed decision-making based on comprehensive information.

During the visit, official meetings were held with the Superior Court of Justice of Ontario, the Ministry of the Attorney General, including the Office of the Children’s Lawyer, and civil society organizations providing legal assistance to survivors of domestic violence to exchange views on future collaboration.
