Winners Announced for the "Best Research Paper" Competition Dedicated to the 100th Anniversary of the Tuv Province Court

The award ceremony for the "Best Research Paper" competition, held in honor of the 100th anniversary of the establishment of the Tuv Province Court and dedicated to the memory of State Honored Jurists Ch. Dorjgochoo and M. Mognoon, took place on March 27, 2026. The event was opened by Z. Tuvshintugs, Chief Judge of the Tuv Province Criminal and Civil Court of Appeals. Representing the judging panel, D. Tsolmon, Justice of the Civil Chamber of the Supreme Court of Mongolia, also delivered remarks, congratulating the participants and wishing them future success.

The awards were presented by the descendants of the Honored Jurists who are currently serving in the judicial sector. Specifically, D. Ariuntuya, Member of the Judicial Disciplinary Committee (daughter of Ch. Dorjgochoo), and M. Tsetsegmaa, Judge of the Administrative Court of Appeals (daughter of M. Mognoon), presented the awards to the winners.


A total of 29 research papers were submitted across the "Researcher" and "Student" categories. The first-place winners presented their key findings and innovative proposals regarding the specialized family and juvenile court system.
Researcher Category:


1. G. Bolormaa (Member of the Mongolian Bar Association): “Legal Regulation of Property Rights for Cohabitants and Judicial Practice.”
2. G. Bilguun and Kh. Buyanbat (Staff and Senior Staff of the Criminal Law and Criminology Sector at the National Legal Institute): “Criminal Liability for Juveniles and Non-Custodial Sentences: A 'De Lege Ferende' Proposal based on the German JGG model.”
3. Ts. Enkhtuul (Legal Specialist at "Tus Solution" LLC): “The Legal Status of 'Experts' in Family Dispute Resolution: Resolving Conflicts between the Law on Civil Procedure and the Law on Forensic Examination.”
Student Category:



1. B. Munkhjin and T. Sarnai (5th-year students at the School of Law, National University of Mongolia): “Improving Legal Regulations for Divorce and Compensation for Emotional Distress arising from Extra-Marital Relationships.”
2. T. Anujin and E. Javzmaa (4th-year students at the School of Law, National University of Mongolia): “Improving Family Law Relations: A Critique of the Submitted Draft Laws on Family and Family Case Procedure.”
3. B. Oyuntungalag (5th-year student at the School of Law, National University of Mongolia): “Refining Legal Regulations for Determining Child Custody in Divorce Proceedings.”

The competition was co-organized by the Judicial Training, Research, and Information Academy. Following peer review, the winning papers will be published in the “Mongolian Judicial and Legal Studies” journal. The event was concluded by B. Dulguun (Ph.D.), Academic Secretary of the Judicial Training, Research, and Information Academy, who wished the participants success in their future academic and professional endeavors.
